Gas and oil rules scrutinized

"Why does the Oil Conservation Division need special rules for oil and gas development in Santa Fe County and the Galisteo Basin? And what gives Gov. Bill Richardson the authority to direct the Oil Conservation Division to create them?

Those were two of the questions Independent Petroleum Association of New Mexico Director Karin Foster asked a witness during a hearing on the proposed new rules in Santa Fe on Thursday. ...."

Scott Hall (an attorney representing the company that wants to drill in Rio Arriba County) it ran overtime.
